Environmental Process

​

Scoping

• Do preliminary studies and design to identify design alternatives

• Receive public input on the proposed project and alternatives

Alternatives Analysis

• Perform environmental and engineering studies on the feasible alternatives

​

Draft Environmental Document

• Prepare the Draft Environmental Document with results of the technical studies and proposed avoidance, minimization and/or mitigation measures

​

Public/Agency Review and Comment

• Circulate the Draft Environmental Document for public review and comment

• Have public agencies review the document and provide comments

• Conduct a public hearing and receive public feedback (We are here)

Final Environmental Document

• Provide a response to all comments in the Final Environmental Document

• Identify the preferred alternative

• Finalize the Final Environmental Document

• Present findings and complete the environmental process according to CEQA and NEPA

• Begin design of the preferred alternative
